What it costs to hire a non EU worker in Italy in 2026
Duty stamp, electronic permit, national visa and the return trip: the items that make up the cost of an Italian work entry file for an employer.
The fixed items in an Italian work entry file are modest: a 16 euro duty stamp, 30.46 euro for the electronic permit and 30.46 euro for the postal service, all listed by the Ministry of the Interior, plus the contribution under article 5, paragraph 2 ter of D.Lgs. 286/1998, between 40 and 100 euro. The real cost sits elsewhere.
A procurement lead who asks what hiring from abroad costs almost always gets two incompatible answers: a few hundred euro if you look at the paperwork, several thousand if you look at the profit and loss of the placement. Both are correct and they describe different things. It is worth separating them before a budget is drawn.
The administrative items, the predictable ones
The first block is made of statutory amounts and public tariffs. These are the only figures that can be estimated precisely at the moment the spend is approved.

This block lands between roughly 230 and 300 euro per worker, with municipal fees the one variable. Across a cohort of twenty it is a little over five thousand euro, a figure that rarely changes a hiring decision.
One professional item sits alongside it without a fixed tariff. Decree law 20/2023 introduced, for non seasonal applications, a certification of the employer's requirements issued by a labour consultant or an authorised employers' association: it attests to the company's financial capacity and the adequacy of the proposed contract. That is a professional fee, not a public charge, and it is negotiated per file or per cohort.
The items that actually move the budget
The second block appears in no tariff list and decides the effective cost.
The first item is the return trip. Article 5 bis of the immigration consolidated act requires the employer to undertake, in the residence contract, to pay the worker's travel costs back to the country of origin. It is a commitment made at entry and payable years later, and it should be provisioned as such.
The second is accommodation. The employer must guarantee housing that meets public residential housing parameters, and those parameters fix capacity: 14 sqm for each of the first four occupants and 10 sqm for each further one, as set out in the guide to the residence contract and the housing suitability certificate. Monthly rent per bed, in the provinces, is almost always the largest recurring line in the whole operation.
The third is time. Between transmitting the application on the click day and the first day of actual work, four to five months normally pass: sixty days for the nulla osta under article 22 of the consolidated act, thirty days for the consular visa, eight days for the residence contract, then the Questura appointment described in the guide to the Italian work residence permit. The cost of that period is the cost of an unfilled position, and on a continuous production line it exceeds every other item.
The fourth is social security, and there is nothing foreign worker specific about it. Employer INPS contributions sit at around 30 per cent of gross pay in most industrial sectors: hiring from abroad costs exactly what a local hire at the same collective agreement grade costs, because equal treatment is the rule rather than a concession.
The items that must not appear
One chapter is excluded by choice rather than by arithmetic. The worker does not pay for the job: no placement fee, no advance against the first payslip, no deduction for the outbound flight. The reason is not only ethical. A payslip deduction for housing or for travel is a ready made charge at inspection, and it stacks onto the other penalty tracks described in the guide to labour inspectorate penalties.
An honest budget for a cohort of twenty therefore fits on three lines: a few thousand euro of filings, a rent per bed for the length of the contract, and four to five months of unfilled position before the first shift. The first two are negotiable. The third shortens only by planning the application months ahead.
