Renewing a residence and work permit in Croatia, deadlines and fees

An application to renew a residence and work permit is filed at least 30 days before the current permit expires, under Ministry of the Interior guidance. The ministry decides on a complete application within 90 days at the latest, as required by Article 91(8) of the Aliens Act. The administrative fee for issuing the permit is 74.32 euro.
Three renewal routes and who handles them
The procedure differs by what changes rather than by who the worker is. Renewal with the same employer, in the same occupation and for the same third country national goes straight to the police administration or station. Where the employer or the occupation changes, the application runs through the Employment Service system if the occupation is on the shortage list for the competent police administration, and through a labour market test if it is not.
Seasonal permits run on a shorter clock. An application to renew a seasonal permit is filed at least 15 days before expiry under ministry guidance, which suits the rhythm of a season but leaves less room to supplement a file.

Fees and the real cost of a cycle
The ministry schedule separates three items. Issuing a residence and work permit costs 74.32 euro. Producing the biometric residence card costs 31.85 euro under the standard procedure or 59.73 euro under the expedited one. Issuing the document adds 9.29 euro. A standard renewal therefore starts at roughly 115 euro per worker in state fees, before translation and intermediary costs.
Expedited card production shortens only that one step. It does not shorten the 90 day decision deadline in Article 91(8) of the Aliens Act, which in justified cases can be extended by a further 30 days. Employers who pay for the expedited route expecting a faster overall outcome are paying 27.88 euro extra for a step that is not the bottleneck.
Renewals are not a marginal part of the Croatian system. Ministry of the Interior figures for the first eleven months of 2025 show 64,009 of the 160,176 permits issued were renewals, against 76,700 for new hires. Every second file a police administration opens is a continuation of an existing employment relationship.
What changes in the file compared with a first application
The health certificate on Form 18a is required with a first approval of temporary residence for visa nationals under Article 8 of the Regulation on the stay of third country nationals from Narodne novine 43/2026, so it is not repeated at renewal on the same basis. What is repeated is proof of accommodation, because the Form 17a declaration reflects the current situation rather than the first day of employment, together with evidence that wages and contributions have been paid.
From June 2027 the file gains a certificate of a passed exam in Croatian language and Latin script at level A1.1, for workers resident in Croatia for at least one year, under Article 92.a of the Aliens Act. The usual reason a renewal runs late
The 30 day rule is a statutory minimum rather than a recommendation. A file lodged exactly on that date has no room for one request for supplementary documents, and such a request interrupts the complete application clock. Employers who keep a register of expiry dates by worker and start preparation 60 to 90 days ahead rarely reach the point where a worker is left without a basis to work while the case runs.
The second reason is a change nobody reported. A worker who has moved address, an employer that has moved its registered seat, or an occupation that has dropped off the shortage list for that area all change the route of the application and with it the deadline.
