The A1.1 Croatian language exam for foreign workers in Croatia
Article 92.a of Croatia's Aliens Act makes an A1.1 Croatian language and Latin script exam a renewal condition, applying from June 2027 onwards.
A third country national living in Croatia for at least one year on a residence and work permit must pass an exam in Croatian language and Latin script at level A1.1. The obligation sits in Article 92.a of the Aliens Act, published in Narodne novine 55/2026, and applies one year after 4 June 2026.
Who is covered, and from when
The exam is required when the permit is renewed, and a transitional provision delays application by one year from the law's entry into force on 4 June 2026. The law ties the obligation to two facts at once: at least one year of residence in Croatia on a residence and work permit, and an application to renew that permit. A worker arriving in Croatia for the first time does not sit the exam before departure. A worker who arrived in September 2026 and renews in September 2027 is first in line for the new condition.
The one year delay is not administrative housekeeping. It is the only realistic preparation window. An employer who brought in thirty workers during 2026 knows the exact date the first renewal files are due and can count backwards from it. The sixty to eighty teaching hours that institutions plan for level A1.1 do not fit into the last month before a permit expires, least of all for shift workers.
Only institutions on the list kept by the Ministry of Science, Education and Youth may run the exam. The list is public and published on the ministry's pages, and a certificate from an institution that is not on it means nothing to a police administration. That is the first check to make before signing any training contract.
What level A1.1 actually asks for
A1.1 is the entry level of the Common European Framework of Reference for Languages, and it does not mean working communication in Croatian. It asks for basic comprehension and basic exchange in everyday situations, plus command of the Latin script. For workers from Nepal and India who write in Devanagari, the script is a separate piece of preparation, and it comes first: the alphabet has to be learned before reading material becomes legible at all.

Institutions set their own course and exam prices and quote them on request, so ask for them in writing, with the number of candidates and the exam date. Exams are generally organised for groups, which means a single candidate can wait longer than a cohort of fifteen from one plant.
The cost of failure, and how to avoid it
If the certificate is missing, the renewal application is short of a statutory condition. The permit expires, the worker loses the basis of stay, and the employer loses a trained person. The administrative fee for issuing a residence and work permit is 74.32 euro under the Ministry of the Interior schedule, with 31.85 euro for producing the biometric residence card under the standard procedure and 9.29 euro for issuing the document. Those amounts are not the painful part. The painful part is reopening the whole procedure for a replacement, which under Article 91(8) of the Aliens Act can take up to 90 days from a complete application, with a further 30 days in justified cases.
Three measures reduce that risk, and all three are organisational rather than legal. First, a register of workers by permit expiry date, because the teaching schedule is built around that date and not around the calendar year. Second, classes inside working hours or immediately after a shift, because attendance collapses the moment lessons move to a rest day. Third, exam registration at least three months before expiry, so that a failed attempt still leaves room for a second.
Where the language condition fits in the rest of the procedure
