Croatia address registration for foreign workers: deadlines and forms
Croatia's Interior Ministry gives a third country worker 15 days to register an address, while the accommodation provider files form 16a within 24 hours.
A third country national holding temporary stay in Croatia must register a residential address within 15 days of entering the country, at the police administration or station covering the place of residence (MUP, 2026). Short stay is registered by the accommodation provider within 24 hours on form 16a. A missed deadline is a misdemeanour, not paperwork.
Who registers what, and by when
The Ministry of the Interior, known by its Croatian abbreviation MUP, separates two duties that employers routinely merge. The first is short stay registration, filed by the accommodation provider: a hotel, a hostel, and equally an employer housing workers in a building it owns or rents. The deadline is 24 hours from the worker's arrival and the form is 16a. If the provider fails to file, the duty moves to the worker, who then registers within 2 days of entering Croatia (MUP).
The second duty is registration of a residential address by a foreign national who holds an approved temporary stay or a stay and work permit. The deadline is 15 days from entry into the country, or from approval of stay if the worker is already in Croatia (MUP, 2026). That filing ties the worker to a specific address in MUP records and is the basis for issuing the biometric residence card. Without it the card is not produced, because no office knows where to send it or which police administration is competent.
For an employer bringing in a group of twenty, two hours of the same afternoon carry two different clocks. Arrival at the accommodation starts the 24 hour clock for form 16a. Entry into the country starts the 15 day clock for the address. The first of the two usually expires before the driver has returned the van.
A change of address works the same way. Every move inside Croatia requires a fresh filing with the competent police administration. When an employer shifts a shift crew from one site accommodation to another, the address on file stays where it was until somebody changes it, and a labour inspection or police check then finds workers at an address nobody registered.
Forms and the fees MUP charges
The forms are standard across the country and MUP publishes them. An application for temporary stay goes on form 1a, an application for a stay and work permit on form 2a, and short stay is registered on form 16a (MUP). Employers working with several police administrations occasionally meet local differences in whether extra proof of accommodation is requested alongside the form, but the form itself does not change.
Fees are set in the ministry's tariff and are paid before or at submission, depending on the police administration.

For a worker arriving on a first stay and work permit with a standard card, the total is 74.32 plus 31.85 plus 9.29 euro, so 115.46 euro per person. Expedited processing raises that to 143.34 euro. Across a group of twenty, the gap between standard and expedited issuance is 557.60 euro, which is a decision worth taking in advance rather than at the counter.
Where the deadlines break
Three situations account for most missed filings. The first is a Friday evening arrival: the 24 hour window for form 16a closes on Saturday, and the person responsible is back at a desk on Monday. The second is accommodation contracted through a subcontractor, where nobody is clear who counts as the accommodation provider under the rules and each side assumes the other filed. The third is a move within the same municipality, which employers treat as an internal matter although MUP requires a new address filing.
The fix is administrative rather than legal. One named person keeps a list with date of entry, date of arrival at the accommodation, address, and date of filing for every worker.
