Registering a foreign worker for insurance in Slovenia, the first days
Form M-1 is filed within eight days of the start of employment. With an information sheet issued after 25 July 2024, work must start within 15 days of issue.
Registration for compulsory social insurance is filed on form M-1 within eight days of the start of the legal relationship that forms the basis for insurance (SPOT, ZZZS). For workers holding an information sheet issued on or after 25 July 2024, the employer must attach an employment contract showing that work began no later than 15 days after the sheet was issued.
Eight days for the M-1, and what the clock runs from
The eight day deadline runs from the start of the legal relationship, meaning the day work begins under the employment contract. It does not run from the day the worker arrived in Slovenia, nor from the date printed on the permit. Form M-1 is filed electronically through the SPOT portal, and the Health Insurance Institute of Slovenia (ZZZS) publishes the forms and filing routes on its pages for contributors. One filing covers health insurance at the ZZZS and pension and disability insurance at the ZPIZ.
Workers with an information sheet issued on or after 25 July 2024 carry an extra requirement. The M-1 must be accompanied by an employment contract showing that work started no later than 15 days after the sheet was issued. The two deadlines only look contradictory. The 15 day rule governs when work starts, the eight day rule governs when the registration is filed after work has started. An employer who sets a start date three weeks after the sheet was issued fails the condition even with a timely M-1.
For workers holding a valid temporary residence permit issued for another purpose, a special marking on the card is no longer needed for insurance registration (SPOT). From 21 November 2025, the amended ZZSDT also allows work to begin on the basis of issued consent or a permit under the agreement with Bosnia and Herzegovina or with Serbia, together with proof from the administrative unit that a single permit application has been filed (ZRSZ).
What has to be in place before work starts
Insurance registration is the last step, not the first. Under the SPOT portal guidance, a medical examination and occupational health and safety training are both mandatory before work begins. The worker also needs a tax number from the Financial Administration of Slovenia (FURS), without which payroll cannot be run, and a residence registration at the administrative unit. Each of these carries its own wait and each is done in person, so schedule them into the first days after arrival.

The employer carries the cost of the first days. The preliminary medical examination with an authorised occupational medicine provider and the health and safety training are employer obligations under the health and safety at work rules, as is document translation where it is needed. Filing the M-1 through the SPOT portal carries no fee.
The mistakes an inspection finds first
The first is a delayed start under an information sheet. The worker arrives, waits on accommodation and the medical examination, and starts work only in the third week. The 15 day condition is missed at that point, and the problem shows up in the procedure rather than in the insurance records.
The second is work before registration. Some employers put the worker on the job before the M-1 is filed, reasoning that they have eight days. The eight days apply to filing the registration, not to deferring cover. The worker has to be insured from the first day of the legal relationship, so a late filing means a stretch of work without cover.
The third is a medical examination held after the start date. The examination and the training are conditions for starting work, not formalities to settle inside the first month. During an inspection, the Labour Inspectorate looks first at the date on the training certificate and compares it with the date in the contract.

Run the first week as a list of dates: information sheet issued, medical examination, training, start of work, M-1 filed. When those dates sit in the right order the registration itself is routine. When any of them falls later than the start date written into the contract, it is the first thing an inspector sees.
