The administrative fee for issuing a single residence and work permit is 70.00 euro, with the cost of printing and delivering the card added on top (SPOT, single permits eBDP, 2026). The fee is the smallest line on the invoice. The weight sits in pay and contributions, where the 2026 minimum wage of 1,481.88 euro gross is the starting point, and in the obligations that fall due before the first shift.
Fees and administrative costs of the procedure
Fees are assessed under the fee schedule annexed to the Administrative Fees Act (ZUT) and published by the Ministry of Public Administration. For a single permit that means 70.00 euro on issue, and the same amount on renewal, since a renewal is a fresh administrative act rather than a correction of the existing one. Producing the biometric card and delivering it is a separate line that the fee does not cover: 15.47 euro where the card is served in person at the office, and 26.51 euro where it is served by post (SPOT, single permits eBDP, 2026).
One step before the administrative unit carries no fee but carries time. The employer runs the labour market test with the Employment Service of Slovenia (ZRSZ) on form PDM-KTD, and the service decides within five working days (ZRSZ, 2026). Labour cost: pay, contributions and the baseline
In manufacturing, construction and logistics the contractual wage often sits near the statutory floor, so the minimum wage is the natural baseline for a calculation. For 2026 it is 1,481.88 euro gross, set by the Decision on the amount of the minimum wage published in the Official Gazette on 30 January 2026. On top of that gross figure come the employer's contributions to the compulsory social insurance schemes, assessed and supervised by the Financial Administration of Slovenia (FURS), plus any overtime and night work supplements.
The contractual wage is not only an accounting line. The ZRSZ and the administrative unit both check that the pay stated in the contract matches the sectoral collective agreement. A wage below the level prescribed for that occupation is grounds for a request to supplement the file or for a refusal, and the correction means another round of decision making.
What the employer pays before the first working day
Beyond the fee and the wage, the employer carries a set of obligations that the SPOT guidance attaches to hiring a foreign national and that fall due before the worker takes up the post.

Employers build the figure from the fee and the wage and leave out the calendar. Between the vacancy notification, the ZRSZ decision, the application at the administrative unit and the worker's arrival, several weeks pass with the post uncovered. The cost of that empty post is usually larger than every fee combined, particularly on a production line running two shifts. A realistic budget therefore has three columns: administrative fees, the annual labour cost with contributions, and the price of the gap between the hiring decision and the first working day.
A figure that survives scrutiny for a single post therefore rests on three amounts and one date: the 70.00 euro fee, the card with its translations and certifications, the annual labour cost built on a baseline of 1,481.88 euro gross, and the day the worker can actually start. Leave the last item out and the budget agrees with the fee schedule while disagreeing with the calendar. On a group hire that gap is multiplied by the number of posts standing empty.
