Slovenia's fast-track hiring route and the Slovenian language obligation
Since 21 November 2025 a worker may start before Slovenia's single permit is issued. The employer must fund 80 hours of Slovenian within six months.
Since 21 November 2025 a foreign national already residing legally in Slovenia may start work on the basis of an issued consent or work permit plus the administrative unit's confirmation that the single permit application has been filed. In exchange the employer must provide at least 80 hours of free Slovenian language training in the first six months.
The legal basis is the amendment to the Employment, Self-employment and Work of Foreigners Act (Official Gazette RS, nos. 91/21, 42/23 and 32/25) and the Order determining activities and occupations in which foreign nationals may be employed faster (Official Gazette RS, no. 102/25).
Who can use the shorter route
The fast-track route is not open to everyone. The worker must reside legally in Slovenia at the time of the application, proven by a confirmation from the administrative unit, and must intend to work in an activity and occupation on the order's list. It therefore does not help with a worker's first arrival from a third country. It helps with the transition of a foreign national who is already here.

The route covers consent for employment, consent for an EU Blue Card, consent for training, consent for a representative, consent for seasonal work, and permits under the labour agreements with Bosnia and Herzegovina and with Serbia.
For the application to be handled this way it must say so. You must state the activity or occupation code from the order and unambiguously express the intention to apply under the procedure that allows an earlier start. An unmarked application is handled by the ordinary route, even when the occupation is on the list.
Eighty hours of Slovenian is a condition, not a benefit
The language obligation is written into the law as the counterweight to the early start. In the first six months after the start of work the employer must give the worker a place in a publicly recognised adult education programme for learning Slovenian. The law sets three requirements at once. The training must be free for the worker, delivered within working hours and at least 80 hours long.
You must notify the worker of this obligation in writing at the start of work, in a language they understand. After the six month period you must submit to the Employment Service a certificate from the provider confirming completed participation.
If the obligation is not met, the employer and its responsible person face a fine of 3,000 to 30,000 EUR. That is the same band as failing to provide minimum accommodation standards, and a final fine in this band carries the consequences set out in the review of hiring bans and labour inspectorate fines.
The start of work deadline is ten days
The amendment did not change the substantive conditions for consent, which stay as they were. What changed is service. The Employment Service sends the consent directly to the employer, who must employ the worker within ten days of service. The same applies to work permits under the agreements with Bosnia and Herzegovina and with Serbia.
Miss the deadline and the Employment Service withdraws the consent, which leads to refusal of the single permit application. The deadline can be extended only for objective reasons on the worker's side, such as illness or the death of a close family member.
To register the worker for compulsory health insurance you must submit, alongside the consent or work permit, the administrative unit's confirmation that the single permit application was filed. That confirmation comes from the administrative unit, so the date it is issued is part of your timeline rather than an addition to it.

The fast-track route is a trade. The employer gets the worker earlier and takes on the cost of the language programme and responsibility for the certificate the Employment Service expects after six months. Anyone who honours the first half and forgets the second has bought a few weeks and a fine several times the price of the course.
