Serbian single permit renewal: deadlines, the 22,790 dinar fee and what breaks work
A Serbian single permit renewal is filed by the expiry date at the latest, the Interior Ministry decides within 15 days, and the fee is 22,790 dinars.
A renewal is filed electronically through eforeigner.welcometoserbia.gov.rs, no earlier than three months before expiry and no later than the expiry date of the current single permit. The competent office of the Ministry of the Interior of the Republic of Serbia decides within 15 days of receiving a complete application. The administrative fee for issuing a single permit is 22,790 dinars.
The filing window has two hard edges
Both ends of the window bind. According to the Ministry of the Interior information published on the Welcome to Serbia portal, a renewal cannot be filed earlier than three months before the current permit expires. The other edge is sharper: the last day to file is the day the permit expires. An application filed one day later is not a late renewal, it is a new case, with the full procedure and the full wait behind it.
The practical consequence is the legal basis for work. While a timely and complete renewal is pending, the foreign national keeps a basis of stay until the decision. Filed after expiry, that continuity does not exist, and the employer is engaging a person without a valid permit, an offence under the Law on Employment of Foreigners. For that reason the date your HR calendar should carry is not the expiry date but the day ninety days before it, when the file goes into preparation.
The 15 day decision period that Welcome to Serbia cites runs from receipt of a complete application. The word complete carries the weight. If a certified translation or proof of health insurance is missing, the office asks for a supplement and the count restarts when it arrives. A file sent back twice easily passes a month, while the statutory period still reads 15 days.
Fee, card format and the electronic channel
The administrative fee for issuing a single permit is 22,790 dinars, per the Ministry of the Interior figures on the Welcome to Serbia portal. It is charged per application rather than per year of validity, so a permit issued for a longer period costs the same as one issued for twelve months. Proof of payment goes into the electronic file; without it the application is not complete.
The document itself is issued on Form 1, an ID-1 format card with a chip, under the Rulebook on Work Permits, Official Gazette of the Republic of Serbia 6/2024. The card is collected in person, so build that step into the plan. A renewal decision is not the same thing as a card in the worker's hand, and employers who treat the collection appointment as an afterthought lose several days there.
Filing is electronic only, through eforeigner.welcometoserbia.gov.rs. The employer or an authorised representative opens the account and uploads every annex digitally. Documents not in Serbian are submitted with a certified court translator's translation.

Three mistakes that interrupt work
The costliest one is assuming a renewal also covers a change of job. Under the Law on Employment of Foreigners a single permit is tied to a named employer, a named position and the ground on which it was issued. If the worker has moved from general labourer to welder, or into another legal entity in the same group, that is a new procedure and not a renewal. Employers who miss the distinction file a renewal with a contract that no longer matches the permit and receive a refusal rather than a request for supplements. The second is the passport. A permit is not issued beyond the validity of the travel document, so a worker whose passport expires in ten months receives a ten month renewal regardless of the employment contract. The fix is to renew the passport before filing, not after the decision.
The third is mechanical and belongs to the portal. Poor scans, documents without a court translator's translation and annexes uploaded under the wrong heading all send the file back for supplements, which costs the 15 days you planned around. Renewal is won on the calendar rather than at the counter. An employer who checks the passport, the permit ground and the translations ninety days out, then files in the first week of that window, enters the 15 day period with room to spare.
