The cost of hiring a foreign worker in Serbia in 2026
The single permit fee is 22,770 dinars plus 430 to file, the D visa is 50 euros, and employer contributions run at 15.15 percent of gross pay every month.
The administrative part of the cost is small and predictable. The Unified Portal for Foreigners charges 430 dinars to file the application and 22,770 dinars on approval of the single permit, and the consular fee for the D visa is 50 euros in dinar equivalent. The expensive parts are contributions, travel and waiting time.
Employers bringing workers from Nepal or India for the first time usually build the budget around the fee. The figure that actually moves the number is the employer contribution of 15.15 percent of gross pay, charged every month for as long as the contract runs.
What goes to the state and what goes to suppliers
Costs fall into three groups: state fees, recurring charges on pay, and one off costs of arrival. The first is fixed, the second is fixed and repeats, the third depends on the corridor.

The contribution rates come from Article 44 of the Law on Contributions for Mandatory Social Insurance: pension and disability insurance at 24 percent, of which 10 percent falls on the employer, and health insurance at 10.3 percent, of which 5.15 percent falls on the employer. The non taxable amount of salary for 2026 is 34,221 dinars a month under the adjusted figures published by the Ministry of Finance. The costs that never appear in a tariff
The one off block is the part quotes leave out, and per worker from South Asia it regularly exceeds every state fee combined.
An air ticket from Kathmandu or Delhi to Belgrade, usually with one connection, is paid before the permit is issued because the booking is asked for in the visa file. If the file slips, the ticket is rebooked.
Translation and certification run through a court interpreter, and diplomas and certificates from countries outside a bilateral exemption also need an apostille. For Nepali and Indian documents that means a procedure in the country of origin that takes longer than the permit itself.
A pre departure medical, travel health insurance covering the window before registration for mandatory insurance, and housing in the first weeks also sit with the employer. Housing is not optional: Article 17 of the Law on Employment of Foreigners requires an employer act on accommodation and meals for seasonal work, and Article 19 requires the same for posting. Those duties are set out in worker accommodation and employer obligations.
Last comes the cost of time. The statutory deadline for a decision on the single permit is 15 days from receipt of a complete application, and the National Employment Service report on the labour market test arrives within four days under Article 16a of the Law on Employment of Foreigners. Both clocks run only on a complete file, so every supplement extends the period in which the position stands empty. The entry sequence is set out in the Serbian D visa procedure.
The volume of the system explains why that period stretches exactly when you need it least. The Office for IT and eGovernment reported 41,319 single permit applications decided positively in the first year of the Unified Portal for Foreigners, and more than 100,000 applications filed during 2025. Construction and hospitality open their files in the same months, so an employer planning arrivals for April should open the file in January rather than March.
Building an estimate that holds
First, budget gross rather than net. The deal with the worker is struck in net terms; the obligation to the Tax Administration is calculated on gross. On gross pay of 100,000 dinars the employer pays a further 15,150 dinars in contributions, whatever the negotiation sounded like.
Second, budget twelve months rather than one. The single permit is issued for up to three years, so a one off fee of 22,770 dinars per worker becomes a small share of a three year cycle while monthly charges grow in a straight line.
Third, budget the departure. If the employment ends, the worker has 30 days under the Law on Employment of Foreigners to sign a new contract, and the employer as a rule carries the cost of return once that period lapses without one.
The total is therefore not measured by the fee but by the annual load per worker plus the one off cost of arrival.
