The NDT Level II multi-technique inspector is the universally short-supplied role on power-plant outages. A plant outage requires inspectors covering radiographic, ultrasonic, magnetic-particle and dye-penetrant simultaneously; pure RT-only operators no longer fill the brief. The Indian Andhra and Maharashtra streams and selected UK-trained third-country candidates carry the depth.
Why outage mobilisation is the tightest in the energy sector
Three operating realities make power-plant outage mobilisation tighter than routine energy deployment:

The outage window is non-negotiable. A plant's grid commitment defines when generation resumes. Slipping the outage by a week costs the operator the lost-revenue equivalent of weeks of normal operation. The workforce arrives when the workforce is supposed to arrive, or the project misses the gate.

The trade density is extreme. A 200MW combined-cycle outage pulls 600 to 1,200 trades onto site for 21 days, then demobilises in 5. The dorm, catering, transport and HSE induction systems run at compressed cadence. The receiving operator's outage HR runs 24/7 during peak.

The certification discipline runs tighter. Routine power-plant operations tolerate some cert drift across the workforce. Outage mobilisation does not, every welder has to hold valid ASME IX for the position and material, every NDT inspector has to hold valid Level II for the technique, every electrical fitter has to hold valid COMPEX. Cert drift surfaces at outage start and slips the schedule.
Where the outage trades come from
India. Maharashtra, Andhra Pradesh and Tamil Nadu supply the deepest outage-trade pool. The Indian National Thermal Power Corporation operating fleet, Reliance and Tata operations and the L&T construction pipeline train the volume. PoE Mumbai clearance adds 14 to 21 days; for outage mobilisation this is planned 4 to 6 months ahead of the outage window.
Philippines. Manila and Cebu supply turbine technicians and NDT inspectors, often with Gulf and Asian operator experience. The Filipino welder stream from Hanjin shipbuilding and adjacent metal-trades training carries strong ASME IX 6G discipline transferable to boiler-tube and HRSG work. DMW Job Order clearance adds 4 to 6 weeks; PDOS attendance is non-negotiable.
Nepal. Kathmandu supplies boiler scaffolders, insulators and routine outage trades, often with Gulf power-plant experience. DOFE Job-Order verification runs 2 to 4 weeks.
Western Balkans. Bosnia and Serbia supply boiler welders, scaffolders and outage HSE officers for European destinations. § 26 Abs. 2 BeschV West Balkan Regulation covers the German and Austrian routes; the corridor compresses to 35 days for short-window outage mobilisations.

What an outage trade test looks like
