Montenegro medical certificate and health insurance for foreign workers: what the employer files
A medical certificate for a Montenegrin residence and work permit cannot be older than 6 months, and the file also needs proof of health insurance.
An application for a temporary residence and work permit in Montenegro must include a medical certificate issued by a health institution inside Montenegro, and the 2026 guidance published on the state portal biznis.gov.me says it cannot be older than 6 months. The file also needs proof of health insurance in Montenegro: an insurance policy or a health booklet.
The medical certificate: who issues it and how long it lasts
A certificate from the country of origin is not accepted. The Ministry of Interior guidance published on biznis.gov.me in 2026 asks for a certificate from a competent health institution in Montenegro, valid for 6 months from the date of issue. The examination therefore happens after the worker enters the country, usually in the days between arrival on the type D visa and the filing of the application. It belongs in the calendar as a scheduled step, not as a formality handled at the end.
The practical effect of that 6 month window shows up in group hiring. If twenty workers are examined on the same day but the files are submitted in waves across several months, the certificates for the last group can sit close to expiry. A file returned for a supplement over some unrelated document then comes back carrying a certificate that is about to lapse, and the examination is paid for twice. Scheduling examinations in the order the applications will be filed, rather than the order the workers arrived, removes that cost.
Alongside the medical documents, the 2026 guidance asks for a criminal record certificate from the country of origin, covering offences punishable by more than 6 months in prison. Unlike the medical certificate, that document is obtained before departure, with a certified court translation and whatever legalisation applies to documents from that country. On the Nepal and India corridors, obtaining and legalising it usually takes longer than every other step in the file, so it is the first one started.
Health insurance: policy or health booklet
The second health document in the file is financial rather than medical. The 2026 guidance on biznis.gov.me asks for proof of health insurance in Montenegro: an insurance policy, or a health booklet issued through the Health Insurance Fund of Montenegro. For a worker who has just arrived and is not yet registered for compulsory insurance, a policy with a Montenegrin insurer covers the period until the employment contract begins.
Sequence is where employers most often go wrong. Compulsory insurance through the Fund starts with the registration that follows the employment contract, and the contract follows the issue of the permit. At the moment the application is filed the worker therefore has no health booklet, and the proof has to be a commercial policy. An employer waiting for the booklet in order to file is waiting for a document that, by the order of the procedure, comes after the filing, and stalls the case without meaning to.

Fees and the rest of the file
The 2026 guidance on biznis.gov.me lists two payments in the procedure, 5.00 euro and 60.00 euro, each to a prescribed giro account. The state single contact point at psc.gov.me, in the Ministry of Interior section, breaks the same procedure into a 60 euro fee, a 5 euro permit form and a 2 euro application. Those are the administrative fees only. The examination at the health institution, the insurance policy, the court translation and the legalisation of documents from the country of origin are paid separately and in practice exceed the fees. Proof of accommodation sits in the same file. The 2026 guidance accepts a property extract, a landlord's statement, or an employer certificate of collective accommodation, which is the usual route for industrial hiring. The health part of the file is small in paper and disproportionately common as a reason for a supplement request, because two of its documents are obtained in different countries at different stages. Start the criminal record certificate first, book the examination against the filing date rather than the arrival date, and buy the policy instead of waiting for the booklet. That sequence takes an hour of planning before departure, and missing it is paid for with a second examination, a second fee and a file that sits until the supplement arrives.
