What it costs to hire a foreign worker in Montenegro
A first Montenegrin residence and work permit costs 67 euros in fees and 30 euros to renew, against a minimum wage of 600 euros net since October 2024.
Administrative fees for a first temporary residence and work permit in Montenegro come to 67 euros, and 30 euros for a renewal. Those fees are paid in the procedure before the Ministry of Interior and they are the smallest line in the budget. The weight sits in pay, which since October 2024 cannot fall below 600 euros net.
Employers opening the corridor for the first time usually want one figure per worker. No such figure exists, because the budget has three layers with different sources: fees set by the state, monthly pay and contributions, and preparation costs charged by health institutions, insurers, translators and authorities in the country of origin. The first layer is fixed and known in advance, the third varies, and the second decides whether the corridor works.

Where the file is submitted electronically under Article 79a of the Law on Foreigners, the fee is paid through the electronic collection system and the amount is unchanged. The work registration certificate under Article 85 is not a substitute for a permit but a separate basis for working up to 90 days within a one year period, and only for the categories that article lists, among them founders and members of management bodies, lecturers, auditors and people delivering, installing or servicing machinery.
Two charges are routinely missed. The first is the renewal fee, payable every year the worker stays. The second is the repeat 67 euros when a file is refused and has to be lodged again. A refusal on incomplete documentation does not return what was paid.
Pay and contributions
The statutory floor was set by the Europe Now 2 programme and applies from 1 October 2024. The minimum wage is 600 euros net for workers up to qualification level six and 800 euros net for level seven, meaning university educated workers. On comparable Eurostat figures for July 2026, the Montenegrin minimum expressed in gross terms corresponds to 670 euros a month.
The real market reference is higher. On figures from the Statistical Office, the average net wage in July 2026 was 1,037 euros and the average gross wage 1,238 euros. For the first seven months of 2026 the averages were 1,031 euros net and 1,231 euros gross. An offer pitched at the statutory floor in construction or tourism, where competition for workers is sharpest, in practice means the worker moves to another employer as soon as a change becomes possible.
Social insurance contributions and income tax follow the same rules as for domestic workers. Article 70(6) of the Law on Foreigners requires the employer to sign the contract and register the worker for compulsory social insurance within 24 hours of the permit being issued, so the monthly cost starts running from that day rather than from the day the worker actually reports for work.
Costs the state does not charge
The rest of the budget consists of items nobody fixes at a single amount. Proof of medical fitness is obtained from a health institution in Montenegro and priced by its own tariff. Health insurance is required by Article 43 and covered either by a policy or under the health insurance rules. A criminal record certificate from the country of origin normally needs an apostille and a certified translation into Montenegrin. Employment files carry proof of the level of education, and where the role requires recognition of a foreign qualification, that procedure is added.
Accommodation is a special case because it is not only a cost but a condition. Article 43(1)(2) requires secured accommodation, proved at first issue and again at every renewal, so a lease that expires before the permit undermines the next file. The same logic applies to the travel document, which must be valid at least three months beyond the approved stay.
The most expensive item in this layer is not a receipt but lost time. The 15 day deadline in Article 80 runs from a complete application, so one missing document moves a start date by weeks.
