Pravasi Bharatiya Bima Yojana and when it applies to European jobs

Pravasi Bharatiya Bima Yojana (PBBY) 2017 is the Ministry of External Affairs insurance scheme in force since 1 August 2017, compulsory for Indian workers emigrating in the ECR category. The premium is 275 rupees for two years and 375 rupees for three. It applies to a job in Europe on exactly the same terms as a job in the Gulf.
Who it covers
The most common misreading is that PBBY is a Gulf scheme. The Ministry of External Affairs applies it to the categories of work defined in section 2(o) of the Emigration Act 1983, and that test runs independently of the passport category. The question is not whether the passport is stamped ECR or ECNR; it is whether the job falls inside that definition. A construction job in Poland and a construction job in Dubai are read the same way.
In practice, for a worker holding an ECR passport and travelling through the emigration clearance route, clearance does not move forward without a PBBY policy on file. Europe changes where the document is checked, not whether it is needed. No European state sits on the ministry's list of notified countries, so a worker leaving for Croatia or Poland never stands in front of a Protector of Emigrants and is never asked for the policy at the airport. That is the whole reason it goes missing on this corridor. The policy is produced later, at claim time, by a family in Kerala or Punjab who has to prove cover bought two years earlier.
The premium and the cover, in figures
The Ministry of External Affairs fixes the structure of the scheme. Whichever insurer issues the policy, the minimum cover is the same, so the comparison between providers is about claim handling and about the office that will answer a call from Kerala or Punjab, not about the sums insured.

The scheme also covers a one way economy air fare in two situations: where the worker is declared medically unfit, and where the employment ends before the agreed term. In a European posting the second situation is the one that gets used, because a contract ended inside the probation period regularly turns the cost of the return flight into a dispute.
Set 275 rupees against that cover and it is the cheapest line in the whole file. It is also the document most often missing, because workers assume the insurance arranged by the European employer takes its place. For the Ministry of External Affairs, that foreign policy does not satisfy the PBBY requirement.
Where it sits in the file
The working order is the job and contract check, then the eMigrate filing through a registered recruiting agent, then the PBBY policy, then emigration clearance. The policy term must not be shorter than the contract term, so buying the 275 rupee two year policy against a three year contract is a saving that leaves the worker uncovered in year three.
The second point is document custody. A claim needs the policy number, the contract, and a copy of the passport, and those three usually sit in three different places. Leaving one set with the family in India before departure is the simplest fix, because in an accident or death claim it is the family that files, often through the Indian mission in the destination country.
The mission matters for a second reason. Where a policy has lapsed or was never bought, the costs that PBBY would have met fall to the Indian Community Welfare Fund, created by the Ministry of External Affairs in 2009 and running on guidelines revised on 1 September 2017, which every mission administers for shelter, repatriation and legal aid. The grievance itself goes through the MADAD portal, open since 21 February 2015. Both are slower than a policy number, and neither pays a death benefit of 10 lakh rupees.
