Police clearance certificate in India, applying and apostilling for a Europe work visa

A European work visa file from India needs a police clearance certificate. The application is filed online at passportindia.gov.in, Passport Seva sets the fee at 750 rupees, and before any EU consulate will accept the certificate it has to carry an apostille from the Ministry of External Affairs. That second step is the one most applicants miss.
The application sequence and where the time goes
The PCC runs through the passport system, not a separate department. Passport Seva requires the applicant to open an account at passportindia.gov.in, complete the PCC application, pay online, then attend a Passport Seva Kendra or a Post Office Passport Seva Kendra appointment with the original passport and proof of address. The fee is 750 rupees under the Passport Seva rates revised from 1 July 2026.
Most of the elapsed time is not at the counter, it is police verification. Passport Seva gives a normal range of 7 to 30 days, depending on the state of verification. An applicant whose current address matches the address on the passport, with a clean earlier verification, often has the certificate inside the week. An applicant who changed city in the last five years has a file that travels to two police stations, and the thirty day end of the range is the realistic one. Plan against the later number, because the visa appointment date depends on it.
One point is worth fixing early. A PCC is issued for a named destination country, so the application must name the country whose visa is being applied for. A certificate issued for Germany presented at a Polish consulate is usually rejected, and the whole sequence restarts.
An applicant who has spent the last stretch of time outside India is a separate case. The police cannot verify an address they cannot visit, so for the period abroad the Regional Passport Office looks instead for a certificate from the Indian mission in the country of residence, and that document carries its own appointment and its own queue. A worker coming off a Gulf contract to take a European one starts that step ahead of the rest of the file, not alongside it.
The apostille, without which the document does not travel
India is a party to the Hague Apostille Convention, so an Indian document going to an EU member state carries an apostille from the Ministry of External Affairs rather than a separate embassy legalisation. For a PCC issued by Passport Seva, the ministry normally applies the apostille in 2 to 3 working days, provided the certificate is submitted in original and in the correct form.

A third clock runs that applicants rarely see. Many European consulates accept a PCC only within 6 months of its date of issue. That makes issuing it too early as expensive as issuing it too late. If the work permit file will take four months in the destination country before a visa appointment is offered, the right moment to obtain the PCC is around the start of the permit process, not before it.

The apostille step is not limited to the PCC. The practical rule for an employer is to stop treating the PCC as the final step. On the day the certificate is handed over it is only half ready for Europe, with 2 to 3 working days still owed to the Ministry of External Affairs. Six months of acceptance, thirty days of verification and three days of apostille belong on one calendar. On a placement where that order is written down in advance, the PCC is never the document that moves the flight.
