The F-gas Category I cert under EU Regulation 517/2014 is the gate. Any installer working on stationary refrigeration, air-conditioning or heat-pump equipment containing fluorinated greenhouse gases needs the cert. The candidate without it cannot lawfully handle the refrigerant lines on a European site. Where the HVAC trades come from
Philippines. The deepest pool of trained HVAC technicians moving through international corridors. Manila and Cebu technical schools produce candidates carrying TESDA HVAC certifications and Gulf-experience top-ups. The DMW Job Order process adds 4 to 6 weeks to mobilisation but the candidate quality across F-gas-equivalent skills is consistently top-tier.
India. Maharashtra, Tamil Nadu and Kerala supply HVAC fitters trained at ITI and polytechnic level, with manufacturer-specific top-up from Daikin, Voltas and Blue Star. The Mumbai PoE clearance window adds 14 to 21 days. The Punjabi installer stream from the construction-adjacent trades carries strong ductwork and brazing fluency.
Nepal. Strong on HVAC fitter-and-brazer trades, often with Gulf hotel and hospital experience that maps cleanly to European hotel build-out. DOFE Job-Order verification runs 2 to 4 weeks.
Bosnia and Serbia. Ductwork installers and BMS commissioning assistants in particular, with manufacturer-specific training from the former Yugoslav mechanical-engineering pipeline. German and Austrian contractors favour this corridor for the same-region cultural fit.

What a brazing trade test looks like

The Indian corridor runs about 10 percent lower on travel, similar on the rest. The Western Balkans corridor runs roughly 40 percent lower across the line. Candidate pays nothing, ever.
What slows HVAC installer mobilisation
F-gas Category I cert availability at origin. The exam is run by national bodies in the candidate's destination country in some EU states, by mutually-recognised origin training partners in others. Manufacturer-specific certification windows. A VRF installer for a Daikin-equipped project needs Daikin-issued certification. The training course runs 5 to 10 days and the slots fill in spring; book by Q4 for a peak-summer mobilisation.
Brazing-skill drift on long mobilisation windows. A candidate trade-tested in week 1 and arriving in week 14 has not held a brazing rod for 3 months.
