Hungary's employer register for guest workers and qualified labour suppliers
Only a registered employer may hire a guest worker in Hungary, and under section 34 of the Harmtv. the register is kept by the Budapest Government Office.
Under section 30 of Act XC of 2023, the Harmtv., a guest worker may be employed in Hungary only by a registered employer or through a qualified labour supplier. Section 34 (1) places that register with the Budapest Government Office, and entry carries a registration fee plus an annual employment fee. Without the entry, the worker's application never starts.
Why registration is the first step, not the last
The Hungarian sequence runs the opposite way to how many employers plan a foreign hire. The case does not begin with the worker's application; it begins with the employer's status. Section 30 of the Harmtv. ties the employment of a guest worker to the employer being on the register, or to a qualified labour supplier providing the workforce. Without that status the role can be advertised and the contract signed, but the residence permit application fails on a formal ground.
In practice, the hiring schedule has to start with the lead time of registration itself. The Government Office procedure depends on a complete filing, and any request for missing documents interrupts the administrative deadline. An employer that opens the registration in parallel with sourcing usually finishes comfortably; one that files it alongside the selected workers' documents stops its own pipeline for weeks.
The second frequent misreading is treating the two statuses as one. A registered employer takes the guest worker onto its own payroll. A qualified labour supplier assigns the worker under a labour supply contract, and the user undertaking does not escape its own duties simply because the supplier is qualified. The dividing line is the contractual structure, not the size of the company.
The procedure, the fees and the schedule
The application goes to the Budapest Government Office, which acts with national competence, so an employer based in Gyor or Debrecen files in Budapest as well. Under section 34 of the Harmtv. entry on the register is subject to charges: a registration fee on entry, and an annual employment fee for staying on the register, both set by implementing decree. The fee is therefore a standing budget line for the following years, not a one off cost.

The office asks for evidence that the business is operating lawfully: company data, proof of no outstanding public debt, and for labour supply activity the supplier licence and the financial security required by law. Collecting these from the tax authority and the company court takes days, and this is the stage most plans underestimate.
Registration does not lift the general rules of employment. A guest worker is owed the same pay, the same working time and the same health and safety standard as a Hungarian employee, and accommodation must meet the statutory minimum. The Government Office and the labour inspectorate review this after the fact, and a finding puts the register entry itself at risk, not only a fine. Registration is a continuing compliance duty rather than a single administrative act.
What removal from the register means
The register is not static. If the authority removes an employer, for unpaid fees, public debt or a breach of employment rules, the removal bites immediately on cases in progress. Pending applications lose their legal basis, because the condition in section 30 of the Harmtv. must also hold on the date of the decision. Guest workers already employed under issued permits then hit the problem at the next extension.
This is the expensive failure mode. The employer pays the registration fee, builds a twenty person arrival wave, then misses the deadline for the annual employment fee through an administrative slip. After removal the pending applications are refused, the file has to be submitted again, and the flight tickets point at a date nothing is holding. Put the fee deadline in the same calendar as the permit expiries. The Hungarian register is an entry ticket that has to be renewed every year. Registration belongs on the first line of the hiring plan, and the annual fee belongs in operating costs rather than in an administrative footnote.
