Hungary's National Card: which nationalities qualify and on what terms
The Hungarian National Card is open only to designated third countries, and under section 51 of the Harmtv. it is first issued for a maximum of two years.
The National Card is a Hungarian residence permit governed by sections 50 and 51 of Act XC of 2023 on the entry and stay of third country nationals, known as the Harmtv. Only nationals of third countries designated in law may apply, the first card runs for a maximum of two years, and the National Directorate General for Aliens Policing issues it.
Who qualifies, and where the list actually lives
Section 50 of the Harmtv. does not name the countries. It states that the National Card may be granted to third country nationals whose state of citizenship has been designated in legislation, and the designated list itself sits in a government decree. That structure has two practical consequences for an employer.
First, the list can be widened or narrowed without the act being amended. A roster that was accurate in 2025 may be wrong by the autumn of 2026, so each hire should be checked against the government decree in force on the day, not against an older advisory summary. Second, citizenship decides the question, not residence. A Ukrainian national who has worked for years in a third state is inside or outside the designated group on the strength of that Ukrainian citizenship; the current place of residence changes nothing.
If the country of origin is not on the designated list, the National Card cannot be applied for at all, and the National Directorate General for Aliens Policing rejects the application without examining its merits. The hire then needs a different legal basis, usually the guest worker residence permit or the residence permit for the purpose of employment, each with its own conditions. This is the first step in shortlisting, not the last check before a contract is signed.
Validity, renewal, cost and processing
Section 51 (1) of the Harmtv. sets the first issue at a maximum of two years. Section 51 (2) allows renewal for periods of up to three years at a time. These are ceilings, not guaranteed terms: the authority may set a shorter validity, usually tied to the term of the employment contract or the expiry of the passport. Where the contract runs fourteen months, the card is rarely issued for two years.

The procedure runs at the National Directorate General for Aliens Policing. The worker files the application; the employer supplies the employment contract and the evidence on pay and accommodation. The general administrative deadline applies at first instance, and any request to supply missing documents interrupts that clock. The administrative service fee is fixed by ministerial decree, and consular procedures are priced separately. Read the fee from the decree in force on the filing date, because the amounts are revised from year to year and last year's internal table is no longer a planning figure.
The National Card and the guest worker permit run in parallel in Hungarian law and are not interchangeable. The National Card is the longer route, more open to family reunification, and restricted to nationals of the designated countries. The guest worker permit is shorter and tied more tightly to one employer. An employer that treats both as one recruitment list discovers at filing that each route carries its own conditions, its own document set and its own time horizon.
The failure mode that costs months
The common failure is timing rather than document quality. The employer checks the designated country list when sourcing starts, and the application goes in three months later. If the government decree has been amended in between and that state has been removed, the whole file is unusable and the start date slips by months while a new legal basis is built. The second failure is a missed renewal: the Harmtv. ties renewal to a permit that is still valid, so an application filed after expiry starts again as a first issue and the worker cannot be employed in the meantime. The National Card is a narrow, nationality bound route that opens two years at a time and extends in three year steps.
