The EU Blue Card in France and its 2026 salary threshold

Article L. 421-11 of the CESEDA requires pay of at least 1.5 times the reference gross average annual salary. With that reference set at 39,582 euros by the arrêté of 21 August 2025, the applicable threshold is 59,373 euros gross a year.
It is the most demanding French permit in pay terms, and the only one that opens organised mobility between member states. For an employer deploying teams across several EU countries, that mobility is often worth more than the length of the permit.
What the 2021 directive relaxed
Directive (EU) 2021/1883 of 20 October 2021 replaced the 2009 regime, with a transposition deadline of 18 November 2023. France implemented it through the law adapting national rules to EU law adopted in spring 2025, and then through the arrêté of 21 August 2025, which reset the reference amounts and repealed the two 2016 orders.
Three relaxations matter to an employer.
The minimum contract length fell from twelve months to six. A six month fixed term contract now opens the right, which brings the permit within reach of project assignments that were previously excluded.
A third qualification route was added. Alongside a higher education degree and five years of professional experience at a comparable level, managers and information technology specialists listed in the directive's annex can qualify on at least three years of experience acquired in the preceding seven years. An Indian software architect without a recognised European degree enters through that route.
Intra EU mobility was widened. After a period of residence in the first member state, the holder may move to another state and apply there for a Blue Card within one month of arrival, without starting again from a visa.

Where the Blue Card sits against the other permits
The 59,373 euro threshold rules out most of the industrial and technical occupations European employers recruit for in South Asia. A welder, a CNC operator or a care assistant falls under the ordinary work authorisation, not the Blue Card.
The real decision sits between 39,582 and 59,373 euros. In that band the talent qualified employee card gives four years and removes the labour market examination, without European mobility. Above it, the Blue Card adds mobility and a consistent recognition across the member states bound by the directive. The second criterion is assignment length. A contract of two years or more opens a four year card; a nine month contract opens a twelve month card. An employer that splits a project into short renewed contracts produces a series of short permits, with a prefecture visit at every expiry.
What delays these files
The pay taken into account is the gross annual salary written into the contract. A package reaching 59,373 euros through a variable bonus or an expatriation allowance will not be read as a salary of 59,373 euros by the examining service, and the request for further documents that follows costs several weeks.
Recognising experience is the second point. Three years in the past seven are not proved by a curriculum vitae. They are proved by dated employer certificates naming the duties performed and the exact periods, translated. A file built on statements drafted after the fact is a fragile file.
