A2 French and the civic exam from 2026: what your foreign workers need at renewal
Since 1 January 2026 the French multi year residence card requires A2 French and a civic exam of 40 questions passed at 80 percent (Ministry of the Interior).
Since 1 January 2026, a French multi year residence card is issued only to an applicant who holds level A2 French under the Common European Framework and who passes a civic exam of 40 questions with 80 percent correct answers. The rule comes from law 2024-42 of 26 January 2024 and the Ministry of the Interior announcement.
For an employer the shift is easy to state and heavy to absorb. Until now, language sat inside the worker's integration path and stayed out of the residence permit machinery. It now enters at the exact point where a worker recruited outside the European Union moves from a first annual card to a multi year permit. A refusal at that counter is not argued with the prefecture. It is prevented twelve months earlier.
The two conditions and the certificates that count
The language requirement runs on a scale. A2 opens the multi year card, B1 is required for the long term resident card and B2 for naturalisation, all under the same 2024 law. A worker planning a durable move to France therefore climbs three steps, not one.
Proof of level is tightly framed. Since 1 January 2026 the Ministry of the Interior accepts only three certificates from A2 upwards: the TCF IRN, the TEF IRN and the DELF. A course attestation, a language school assessment or a diploma outside those three routes does not substitute for the certificate. The civic exam covers the principles and values of the Republic, is sat digitally and carries 40 questions, with the pass mark set at 80 percent. It is required for any first application for a multi year permit.

The training load the higher level creates
Raising the level does not only add an exam, it moves volumes. In its report on the 2026 finance bill, immigration, asylum and integration mission, the French Senate estimates that 39 percent more signatories of the republican integration contract will be directed into language training because of the requirement. The French office for immigration and integration, the OFII, prescribes that training under the contract, but places and session calendars do not expand automatically at that scale.
For an employer bringing in welders, bricklayers or machine operators from Nepal, India or the Philippines, the consequence fits in one sentence: the move from an annual card to a multi year permit can now fail on language. The work authorisation is intact, the contract is intact, the post is filled, and the permit does not renew in the expected form. Training has to be funded or organised before the permit expiry, not at the moment the file is submitted.
The calendar to hold, from hire to renewal
The only useful calendar counts backwards from the expiry date of the first card. Plan three blocks. Moving an adult in full time work from zero to A2 takes several hundred hours, which is planned in months rather than weeks. The certificate, whether TCF IRN, TEF IRN or DELF, is booked in advance and sessions are not weekly in every city. The prefecture filing itself happens in the two months before the current permit expires.
In practice, a worker whose annual card expires in September starts training the previous autumn, sits the certificate in spring, and arrives at the counter with the certificate and the civic exam result already in the file. The cost of that planning is training hours. The cost of forgetting is the loss of the post and the full replacement of someone already trained on your machines.
Two adjacent duties are worth settling at the first hire. Checking a current permit remains a separate obligation, set out in the employer right to work check, and a first work authorisation still follows the introduction procedure described in the introduction procedure and the employer tax. Language has become an administrative condition of staying in post, on the same footing as a valid passport. Companies recruiting outside the European Union do well to write the certificate date into the worker's file on the day of arrival, next to the permit expiry date. Talk to a consultant.
