Forklift drivers, logistics recruitment from Nepal, India and the Balkans

EU distribution operators ran short of forklift drivers two peak seasons ago and the shortage has hardened. The roles that matter, counterbalance drivers handling 3-3.5 tonne loads, reach-truck operators on 8m-plus aisles, VNA (very narrow aisle) drivers on Bendi or Combilift turret machines, sit on the German, Dutch and Austrian shortage-occupation lists. The three trades inside "forklift driver"
The category is granular. Spec gaps in the demand letter slow the mobilisation by 2-4 weeks because the trade-test re-fires.
Counterbalance operator. Standard 3-3.5 tonne lift, ramp-rated, load-handling on standard pallet racking up to 5.5 metres. The most portable cert globally. An ITSSAR or ROSPA ticket from Mumbai or Kathmandu maps to the German Flurförderzeug-Schein with a 1-day BG-issued theory module post-arrival. Cost of the conversion: EUR 80-150.
Reach-truck operator. Lift heights above 8 metres, narrow-aisle navigation, articulated mast. The reach-truck cert is almost always destination-issued. The worker takes a 3 to 5 day course post-arrival under BGV D27 (German) or NEN-EN-ISO 3691-1 (Dutch). Cost: EUR 300-600 per worker, plus 5-7 days of unproductive time during the course.
VNA driver (Combilift, Bendi, turret truck). Very narrow aisle navigation in 1.6m to 2.0m aisles, automated guidance system (wire or laser). The training is destination-employer-specific because the racking layout and the AGS configuration are facility-bound. Cost: EUR 400-800 per worker, plus 7-10 days of induction.

Source corridors
Nepal (Kathmandu branch). Counterbalance forklift drivers with Gulf service experience, sub-zero adaptability, English working vocabulary. Saudi and UAE distribution-centre veterans transfer cleanly into German and Dutch warehouses. DOFE Job-Order verification at 2 to 4 weeks is the critical-path bottleneck.
India (Mumbai branch). Largest single pool. Maharashtra and Punjab carry the depth on counterbalance and reach-truck; the BPO-adjacent logistics sector in Bengaluru has surfaced a smaller pool of WMS-fluent operators familiar with SAP EWM and Manhattan WMS. PoE clearance adds 14 to 21 days.
Western Balkans (Sarajevo, Belgrade branches). Same-region cultural fit for German and Austrian operators. The § 26 Abs. 2 BeschV West Balkan Regulation carries an annual 50,000 work-permit quota of which logistics absorbs a growing share. Sarajevo branch's logistics pipeline runs the shortest mobilisation calendar of any corridor, 4-6 weeks fresh-sourcing where the visa window compresses to 21 days.
Philippines (Manila partner network). Cold-chain operatives and dispatchers, especially for Ireland, the Netherlands and Spain. DMW Job Order clearance adds 4 to 6 weeks.

The trade-test that releases the visa step
The forklift trade-test runs the candidate through a real-world load handling sequence:
- Pre-shift inspection (forks, mast, hydraulic check, horn, lights, parking brake)
- Load pickup, transport, deposit at 4m and 5.5m racking heights
- Narrow-aisle navigation with simulated rack proximity
- Ramp inclination test, both loaded and empty
- Stack-and-shift exercise (multi-pallet move)
- Safety incident response (load drop, near-miss reporting)
The pass is binary. The candidate either holds the load level on the ramp or does not. The video clip and signed scoresheet go to the receiving operator's operations manager before the visa step opens. There is no point starting the consulate window for a candidate who cannot pass the rack test.
For the reach-truck role, the test extends to: 8m+ aisle navigation with simulated rack proximity, articulated mast control under load, narrow-aisle pick at 7m + height with controlled deposit. For VNA, the trade-test is typically conducted in destination because the AGS-specific machine is facility-bound.

This is the fastest forklift-driver corridor. The South Asian routes run 10-14 weeks fresh-sourcing on equivalent role spec.

The accommodation line typically runs EUR 280-450 per worker per month for the first 3 months, charged separately as operational cost.

Forklift driver placements retain meaningfully better than the domestic warehouse picker baseline. Werklist data shows:

The Sarajevo corridor runs at the top end of the band because the same-region cultural fit reduces the year-one stressor pattern. The South Asian corridors track slightly lower at month 12 but converge at the 3-year contract completion.
