Cyprus work permits for Nepali workers: labour test, salary bands, attestation
Cyprus runs a labour market test through its Department of Labour, issues permits in 4 to 8 weeks, and charges about EUR 20. Nepal side needs DoFE approval.
A Nepali worker needs a Cypriot employer first. That employer clears the post with the Department of Labour (Τμήμα Εργασίας), and the Civil Registry and Migration Department then issues the permit. On the Nepal side, contract attestation and a labour permit from the Department of Foreign Employment must both be in hand before departure.
Cyprus is no longer a marginal European destination for Nepali workers. The Department of Foreign Employment recorded 13,069 labour permits for Cyprus in fiscal year 2082/83, which made it the second largest European destination that year. Volume has brought a matching volume of bad information, so the sequence below is set out by which office does what.
The labour market test at the Department of Labour
Under Cyprus Department of Labour rules, the department must first confirm that no Cypriot or EU candidate is available before a third country national is approved for a support worker role. The test belongs to the employer, not to the worker. The employer advertises the post, waits out the local applications, and files the record of that search with the department.
The step cannot be skipped. A file submitted without it never reaches the Civil Registry and Migration Department, and the worker is usually told the permit is in process while the file is still sitting on the first desk. From Kathmandu there is one check that settles it: ask the employer for a copy of the department's approval letter.
Civil Registry and Migration Department policy also sets salary bands under the employment of foreigners scheme. Executive directors start at EUR 41,000 a year, and middle level professionals fall between EUR 21,000 and EUR 40,000 a year. If the figure written into your contract does not sit inside a band, ask the employer in writing which category the role has been filed under.
Timeline and what the state actually charges
The Civil Registry and Migration Department puts typical processing at 4 to 8 weeks, with the spread driven by how complete the employer's documentation is. That clock starts when the employer files, not on the day of the interview.
Cypriot state charges are small. The Department of Labour fee schedule lists roughly EUR 20 for the visa and roughly EUR 20 for the permit. That single fact settles a common argument: when someone asks for a six figure sum in Nepali rupees in the name of a Cyprus permit, the money is agent margin, not a state fee.

The first row is the unpredictable one. The Department of Labour test runs on the employer's advertising calendar and on how many local applications arrive, so no fixed day count exists for it. The other three rows can be planned. Anyone promising Cyprus in two weeks has quietly dropped the first row from the arithmetic. The Nepal side: attestation, labour permit, PDOT
Under the Foreign Employment Act 2064 and Department of Foreign Employment procedure, the contract must be attested and the labour permit issued before departure, together with pre departure orientation training, known as PDOT. A departure that skips these leaves no record with the department, and a worker with no record cannot later claim from the welfare fund or bring a compensation case.
One mistake repeats more than any other: booking the flight once the Cypriot permit arrives and treating the Nepal side as paperwork to settle afterwards. The Cypriot permit carries a validity window, and weeks lost to attestation and the labour permit force the employer to reissue a start date. Run the order the other way.
