Romania work permits for Nepali workers, from aviz de angajare to the D/AM visa
Romania set a 2026 quota of 90,000 permits, IGI decides the aviz de angajare in about 30 to 60 days, and only then does the D/AM long stay visa open.
The Romanian route has three stages. The employer files the employment authorisation, the aviz de angajare, at the General Inspectorate for Immigration (Inspectoratul General pentru Imigrări, IGI). Only once the aviz is issued can the worker apply for the long stay visa with symbol D/AM. Before departure the worker still needs the labour permit from the Department of Foreign Employment in Nepal.
Who files the aviz, and what the quota allows
The aviz de angajare is the employer's document. The employer files it at IGI, and IGI processing runs about 30 to 60 days. That period is the longest single block in the Romanian timeline, and nothing the worker does shortens it. An agent selling a faster aviz is selling a step that does not exist in the IGI procedure.
Under the Romanian government decision setting the 2026 quota, 90,000 permits are available for non EU workers, down from 100,000 in 2025. The quota is consumed across the year, so files lodged in the second half run a real risk of meeting an exhausted quota. Ask the employer for the date the aviz was filed: that date decides which part of the quota year the file sits in.
Romania is not a marginal destination for Nepal. Department of Foreign Employment figures show it was the single largest European destination in fiscal year 2082/83, with 22,266 labour permits issued for Romania.
What OUG 32/2026 changed in contracts and pay
The 2026 emergency ordinance OUG 32/2026 set two concrete conditions for foreign workers. Employment contracts must be bilingual, in Romanian and in a language the worker understands. Salary must be paid by bank transfer; paying wages in cash is no longer permitted.
Both conditions are evidence, not paperwork. A bilingual contract puts the salary, the hours and the job title in a language the worker can read, so a Romanian only copy should not be accepted at signature. Bank payment leaves a record of what was paid and when, and that record is the strongest document a worker has if a complaint is later filed in Nepal or a labour inspection is opened in Romania.

The clock that follows the aviz is the shorter one. Under the Inspectorate's procedure the worker has 60 days from issue to lodge the visa application at the Romanian mission in the state of residence. Where no appointment is free inside that window, the authorisation lapses and the employer reopens the file, fee included. The long stay visa itself is granted for 90 days, and the single residence permit application goes to the Inspectorate at least 30 days before that right expires, not in the final week.
The Nepal side is not optional
Even with a valid aviz and a D/AM visa, departure from Nepal requires the labour permit from the Department of Foreign Employment under the Foreign Employment Act 2064. This is not a formality. The labour permit is what connects the worker to the welfare fund and the insurance scheme, and a worker who leaves without one has few options if the placement later goes wrong. The most common way weeks are lost is a worker chasing a visa appointment before the aviz exists, or taking an agent's word that it has been issued. Ask for the copy, read the employer name on it, and check that it matches the name on the employment contract. Where the names differ, the file stops at the visa desk.
At the consulate the D/AM application is supported by the aviz, the employment contract, proof of accommodation and a police certificate, and after arrival the worker has to appear at IGI for the residence permit within the visa validity. Workers who skip that last step fall into irregular status, and recovering from it without the employer's cooperation is slow.
The Romanian timeline is set by the 30 to 60 days at IGI, with the consulate, the Nepali labour permit and the validity of the medical report stacked behind it.
