Croatia work permits for Nepali workers, from the MUP file to the Delhi visa
The employer files the residence and work permit at MUP, MVEP states it is issued within 15 days, and Nepali nationals apply for the visa in New Delhi.
The Croatian permit is the dozvola za boravak i rad, a single document covering residence and work under the Aliens Act (Zakon o strancima). The employer files it at the Ministry of the Interior (MUP); the worker never files it. Once it is issued, a Nepali national applies for the visa at the Croatian embassy in New Delhi, not in Kathmandu.
Who files, and how long the permit takes
Because the application belongs to the employer, the worker first needs a job offer and an employment contract. The employer then lodges the permit application at MUP. According to the consular information published by the Croatian Ministry of Foreign and European Affairs (MVEP), the work permit is issued within 15 days of the application, provided the quota for the occupation has not been exhausted. That is a statutory period, not a promise of speed: where the quota is gone or the file is incomplete, the clock does not start.
This is also where a common fraud sits. An agent who charges a Nepali worker for "visa processing" is not filing anything at MUP, because only the employer can. Ask the employer directly for proof that the permit has been issued: without the MUP decision number, the visa application in New Delhi goes nowhere.
In May 2026 Croatia amended the Aliens Act and replaced the annual seasonal permit with a multi year seasonal permit valid for up to three years. That removes the obligation to reopen a file every season in tourism and agriculture. It is a seasonal instrument, and it should not be confused with the permit route for full time manufacturing or construction work.
The Delhi queue and the three step legalisation
The MVEP visa page states that Nepali nationals cannot lodge a Croatian visa application in Kathmandu: the application is made at the Embassy of the Republic of Croatia in New Delhi. Travel, accommodation and the appointment date therefore belong in the plan, not in a footnote. The corridor is not small. Department of Foreign Employment figures show 8,701 Nepalis took a labour permit for Croatia in fiscal year 2082/83. At that volume the Delhi appointment and the three legalisation stages are where the queue forms, and both are paced by embassy calendars rather than by the employer's file.
Where the weeks are lost
The most common planning error is starting legalisation only after the permit arrives. Stacked behind a New Delhi appointment, the three stages add weeks, and by then the start date has already moved. Send education certificates, birth registration and experience letters for legalisation as soon as the offer is signed. The second error is the labour permit. Even with the Croatian permit and the visa in hand, a worker leaving Nepal lawfully needs the labour permit from the Department of Foreign Employment. Without it the worker falls outside the welfare fund and the insurance scheme, and any later complaint rests on weaker ground. A third error is the passport. The remaining validity has to satisfy the embassy at the point of application in New Delhi, and a trip back to Kathmandu to renew costs the appointment. Check validity, and check that the name is spelled identically on the passport and on the education certificates, before the offer is accepted: a mismatch stops the file at the second legalisation stage.
Two clocks that start on arrival
Two deadlines begin in the week the worker lands. MUP requires a third country national with approved stay to register a residential address within 15 days of entering the country, at the police administration covering that address, while the accommodation provider, a hotel or an employer housing its own crew, files form 16a within 24 hours of arrival. Until the address is registered the biometric residence card is not produced.
The second date belongs to the worker. Under Article 103.d of the Aliens Act (Narodne novine 55/2026, in force since 4 June 2026), a move to another company becomes possible after six months with the first employer, and the new employer files that application. Where wages have gone unpaid, or proceedings have been opened over exploitative conditions, the six months do not have to be served.
A Croatian file passes through five offices in two countries, and the slowest of them sets the timeline.
