Croatia for Filipino hotel workers: the single permit and the G2G job orders
Since 2024 Croatia's MUP issues one single permit for work and residence, and about 3,500 hotel job orders are open to Filipino workers under a G2G arrangement.
Working in a Croatian hotel requires a dozvola za boravak i rad, the single permit issued by the Ministarstvo unutarnjih poslova. Since 1 January 2024 it is one document covering both residence and work, valid for the whole contract up to three years. On the Philippine side the worker still needs a DMW verified contract and an Overseas Employment Certificate.
The MUP single permit and the HZZ labour market test
Before 2024, Croatia issued the work permit and the residence permit separately. The reform in force from 1 January 2024 merged them into the dozvola za boravak i rad. The employer opens the file, not the worker, and no application can be made from Manila without a named Croatian employer.
The first step is the test trzista rada, the labour market test run by the Hrvatski zavod za zaposljavanje. HZZ posts the vacancy to the domestic market, and where no suitable Croatian or EU candidate appears within the set period, it issues an opinion in favour of hiring a third country national. The employer files that opinion with MUP. Some occupations are exempt from the test because they sit on the shortage occupation list, which is revised each year.
In May 2026 Croatia introduced a multi year seasonal work permit valid for up to three years, replacing the previous annual seasonal permit. For tourism this matters. A hotel worker in Dalmatia no longer restarts the whole permit file every season, provided the employer and the role stay the same.

The 3,500 job orders and the order of the steps
Under the government to government arrangement between Croatia and the Philippines, roughly 3,500 hotel job orders were opened to Filipino tourism workers: waiters, cooks, housekeeping, front desk and kitchen helpers. For the first batch no placement fee is charged to the worker. The Philippine side cost is the statutory set at DMW, OWWA, PhilHealth and Pag-IBIG, plus the medical examination.

The order is the whole discipline. The Philippine side does not start until there is an approved job order and an employer accredited with DMW, and the OEC will not issue against a contract that is not the verified version. The OEC is the last gate, not the Croatian permit
The costliest misreading of this corridor is simple: the MUP single permit is approved, the D visa is in the passport, so the worker books a flight. That is not lawful. Departure without an Overseas Employment Certificate from DMW is blocked even when the Croatian file is complete. The immigration officer at NAIA offloads the passenger, the ticket is lost, and the hotel start date is renegotiated. The full OEC sequence is in the OEC and the OFW Travel Pass.
The second recurring fault is a mismatch of job title or salary. The position in the HZZ opinion, the position on the MUP single permit and the position in the DMW verified contract must be the same words. Where the HZZ opinion covers a kitchen helper and the contract says cook, the file goes back, and in seasonal tourism that usually means the season closes before the worker lands.

The corridor is open and the law is legible at both ends. One permit in Croatia since 2024, covering up to three years, and a seasonal permit since May 2026 that no longer resets annually. The residual risk sits in document sequencing, and sequencing is controlled by the employer and the worker, not by the authorities.
