Montenegro foreigner residence registration: the 24 hour rule
Montenegro's Law on Foreigners gives a worker 24 hours from arrival to register residence, and the MUP treats that slip as the first of 11 permit documents.
Montenegro's Law on Foreigners requires a foreign national to register their place of residence within 24 hours of arriving at it. The registration is made in person at the regional unit of the Ministry of the Interior covering that address. Until it exists, the temporary residence and work permit file cannot start, because it is the first document on the list the ministry asks for.
The deadline, the office and who files it
The 24 hour clock runs from arrival at the place of residence, not from entry into the country. A worker who lands in Podgorica on Tuesday evening and reaches Bar on Wednesday morning registers in Bar within 24 hours of reaching Bar. The 2026 text of the Law on Foreigners leaves no reading room here: the deadline attaches to the address, not to the border.
The same law requires a fresh registration whenever the worker stays somewhere else for more than three days. Construction and tourism employers miss this one most often. A crew of welders moved from a site near Niksic to a site near Tivat for a fortnight is not covered by the old slip. That crew needs a new registration at the Tivat regional unit, on the same deadline.
Registration is filed in person. Where the foreign national stays in a hotel or another guest accommodation facility, the accommodation provider files it. In practice an employer housing workers in its own or leased accommodation has to organise the trip to the regional unit itself, carrying each worker's passport and proof of the accommodation address. For a group of twenty that is half a working day and one vehicle, and the cost belongs in the arrival plan rather than in the surprises column.
The first of 11 documents and what it costs
The employer guide published on biznis.gov.me lists residence registration as the first of 11 documents in the temporary residence and work permit file. The order is not arbitrary. The registration fixes the address at which the ministry later serves decisions and at which the labour inspectorate checks accommodation, so without it the rest of the file has nothing to attach to.
The same guide sets the rule that sinks more files than any other: no document in the file may be older than six months. The police clearance certificate from the country of origin, the birth certificate and the recognised diploma all fall inside that limit. A Nepali worker whose police clearance was issued in Kathmandu in March, filed in October, is carrying a document the ministry is obliged to reject. Obtaining a replacement and legalising it takes three to six weeks, and no later acceleration recovers that time.
The registration itself carries no fee at the regional unit and is completed the same day the worker appears at the counter with a passport. The cost is organisational rather than administrative: transport, an interpreter where the worker has no common language with the clerk, and coordinator time. The temporary residence and work permit that follows does carry administrative fees and the cost of producing the biometric card, and its processing time depends on how complete the file is on the day it is lodged.

Residence registration and work registration are separate acts and neither substitutes for the other. Residence registration goes to the ministry and states where the worker sleeps. Three mistakes that send a file back
The first is counting the deadline from entry into the country rather than from arrival at the address. A worker who spends two days with relatives in Podgorica before reaching the site is already late for the first address.
The second is registering the company address instead of the actual accommodation. The labour inspectorate checks housing at the registered address, and the gap between a registered office and site cabins opens proceedings against both the employer and the worker.
The third is lodging a file with a document that has crossed six months in the meantime. Employers working in batches of twenty or more collect certificates in one wave and lodge files in three, so the last group reaches the ministry carrying paperwork from the previous quarter. The fix is to record the issue date of every document beside the worker's name and to lodge no later than four months after the oldest date in the folder.
