Malta's single permit for Indian workers: procedure and costs
Identità charges 600 euro for a first single permit application in Malta, the law allows four months for a decision and the average runs near two months.
An Indian worker staying and working in Malta for more than six months needs a single permit. It is one document covering both the right to reside and the right to work. Identità's Expatriates Unit issues it, the legal basis is Subsidiary Legislation 217.17, and the first application costs 600 euro.
Who files, and what goes in the file
Employer and worker build the file together, but in practice the employer carries it. Identità's Expatriates Unit takes it as a single packet: the employment contract, the employer's declaration, passport copies, proof of accommodation, health insurance and the qualification documents. Indian degrees and experience letters travel with an apostille, and without it the file counts as incomplete.
The labour market side belongs to Jobsplus, Malta's public employment service. Its guidance for third country nationals requires the employer to show that the post was offered to the Maltese and EU labour market first. That makes a carefully drafted employment contract the pivot of the whole file, because the wage, the working hours and the job title must match in three places at once: the contract, the employer's declaration and the Jobsplus vacancy.
A newer condition sits in front of all of it. Identità's pre departure course page puts the fee at 250 euro and applies the requirement to every third country national filing a first single permit. The course opened on the Skills Pass portal on 5 January 2026 as two online modules, living and working in Malta, then rights and obligations in the workplace, at 10 to 12 hours each, followed by a 20 minute live online interview. Identità's notice of 28 February 2026 states that the certificate is verified as part of the application from 1 March 2026, so a file lodged without it is a file that has not started. Applicants who already hold or held a single permit are outside the requirement, and hospitality roles need the Tourism and Hospitality Skills Pass certificate on top.
The legal deadline against the real one
Identità states plainly that the law allows four months for a decision. That is a ceiling, not a promise. The same department's processing period notice puts the average decision at roughly two months from the date the complete documentation is received. The clock starts on the day the file is treated as complete, so a missing insurance certificate does not push the two months back, it stops them from starting at all.

What the permit is tied to, and what renewal rests on
This is where most of the damage happens. Under Identità's rules the single permit is valid only for the employer and the post recorded on it. Working for another company, or in a different post at the same company, is unlawful, including temporary or weekend work. Changing employer means a fresh file, and the worker cannot keep working until the new permit is issued.
The practical consequence is that the first employer is not a small choice for a worker placed in Malta. Every renewal rests on that same employment relationship, and when the relationship ends the worker has very little time. A renewal application goes in before the permit expires, and Identità's schedule keeps each annual renewal at 150 euro. The renewal file repeats the same contract, the same post and an updated health insurance policy, together with the record of social security contributions paid in Malta. For an Indian worker that record is what the longer count rests on, because every year counted towards long term residence is proved through the same documentary chain.
Two ordinary things break that chain. The first is the passport expiry date, since Identità does not issue a permit that runs past the passport. The second is an unreported change of address, which sends the renewal notice to the wrong place and lets a deadline pass unnoticed.
On paper Malta's route is short, one file and one document. The cost of that shortness is paid in how tightly the worker is bound to one employer. For companies recruiting from India into hospitality, construction or care roles, the right planning anchor is not the date the contract is signed but the day Identità treats the file as complete.
