Triple Win to Germany: the G2G route for Filipino nurses
The BA/ZAV, DMW and GIZ Triple Win programme places Filipino nurses in Germany with no placement fee, a USD 100 DMW charge and a 12 to 14 month timeline.
Triple Win is the government to government programme run by the Bundesagentur fuer Arbeit through its ZAV unit together with the Department of Migrant Workers and GIZ, placing Filipino registered nurses in German hospitals and care homes. Placement and preparation are free. The applicant pays only statutory Philippine fees, and the full cycle runs 12 to 14 months.
Who qualifies under BA/ZAV
The Philippine line of Triple Win is narrow and stated plainly by BA/ZAV. The applicant must be a registered nurse, no older than 40, a Bachelor of Science in Nursing graduate, holding an active Philippine nursing licence from the Professional Regulation Commission, with at least six months of clinical experience. Those six months are counted as real ward duty, not as student rotations or volunteer hours.
Language runs on two tracks. An applicant may bring an existing German certificate at B1 or B2 level issued within the previous twelve months. An applicant without one receives free German training in the Philippines up to B1 under the programme. That single line is the difference between Triple Win and ordinary private placement: in Germany, German is the gate to professional recognition, and under this programme the nurse does not pay for it.
The selection interview is where the clock actually starts. ZAV and DMW panels conduct it after the document screening. The most recent DMW call opened 600 slots, so the queue is competitive even though the criteria are clear. The programme began in 2013, and by 2026 roughly 8,000 nurses had been deployed under it according to GIZ and BA/ZAV.
Cost and timeline, and the charge that should never appear
The cost side is the part employers and applicants most often get wrong. There is no placement fee, no training charge and no fee for the German employer matching. What an applicant pays is the set of charges Philippine law imposes on every OFW, plus the medical examination at a DOH accredited clinic.

The 12 to 14 months are not one long wait. The first and longest block is German training to B1, which runs several months depending on the starting level. After that come matching with a German employer, the employment contract, the visa at the German embassy in Manila, and DMW contract verification ahead of the Overseas Employment Certificate. The most frequent failure is applying through an agency that charges a placement fee and presents itself as the Triple Win channel. Triple Win does not run through a private placement fee. The only official route is the DMW call together with ZAV, and any charge for a slot is a marker of illegal recruitment under Republic Act 10022. Licence recognition after arrival
A Philippine nursing licence is not automatically recognised in Germany. On arrival a nurse normally starts as a Pflegehilfskraft or on a recognition placement while the competent authority of the federal state assesses the diploma. Full recognition as Pflegefachfrau or Pflegefachmann follows an adaptation period or the Kenntnisprüfung, and the full professional salary follows recognition rather than arrival.
Two things stretch that stage. First, the Philippine transcript and course descriptions must be translated and authenticated before filing, and short course hours are the most common reason an authority attaches extra conditions. Second, recognition speed differs by federal state, so an identical file can close in Bavaria and still be open elsewhere. Assemble the academic file before the selection interview, not after the flight is booked.

Triple Win is a slow but clean route. Applicant cost sits under USD 150 plus the medical, the language training is carried by the programme, and the timeline is measured in months rather than weeks. A nurse with a current PRC licence, six months of ward duty and an ordered academic file enters the queue without a gap in it.
