German recognition of Indian degrees through anabin and ZAB
The ZAB Statement of Comparability costs 208 euro and takes three months. In anabin, the institution H+ rating decides where an Indian degree stands.
There are two routes to making an Indian degree usable for employment in Germany. The first is the anabin database, run by the Zentralstelle für ausländisches Bildungswesen (ZAB) at the Secretariat of the Kultusministerkonferenz. The second is the ZAB Statement of Comparability, which costs 208 euro and takes three months in the standard lane. Both sit inside the Residence Act as rewritten by the Skilled Immigration Act, the Fachkräfteeinwanderungsgesetz, whose EU Blue Card rules in section 18g AufenthG have applied since 18 November 2023 and whose recognition provisions came into force on 1 March 2024.
What H+ means in anabin
anabin is the public ZAB database holding assessments of foreign institutions and foreign qualifications. ZAB gives each institution one of three ratings. H+ means the institution is treated as equivalent to a German higher education institution. H+/- means the position is mixed and needs a separate check. H- means the institution does not meet that equivalence.
For an employer this is the first step, because it costs nothing and answers immediately. If the candidate's university carries H+ in anabin and the degree itself is listed there, a separate ZAB certificate is often unnecessary and the foreigners authority reads the anabin entry directly.
The difficulty starts where the institution is rated H+/-, or where the degree title differs from the title recorded in anabin. Those files move past anabin to ZAB, and only then does the 208 euro and three month arithmetic begin.
The Statement of Comparability: fee, lane, documents
The Statement of Comparability is the ZAB document stating what a foreign degree corresponds to inside the German education system. ZAB sets the fee at 208 euro, with a duplicate copy at 104 euro. Payment is due within three weeks of the application, and ZAB begins work on the file only once the payment has arrived. Applicants who miss that order sit and wait, believing the assessment is running, while the file has not been opened.
The processing time depends on the lane the file enters, and the lane is decided by the residence title being applied for, not by the applicant's preference.

One widespread misunderstanding is worth clearing. ZAB accepts scans; an apostille or notarial certification is not required for this application. Each document must be a separate PDF file, and each file must stay under 5MB. The apostille is required elsewhere, in the visa and employment files, and that is a separate procedure set out in apostilled documents.
There is also a route that moves the recognition step behind the arrival instead of in front of it. Section 16d(3) AufenthG, in the law since 1 March 2024, allows a recognition partnership: the worker enters on a job offer with vocational training of at least two years or a university degree and German at A2, and employer and worker then run the recognition procedure together inside the company. It is the route to consider where the anabin entry is mixed and the gap is a practical one rather than a documentary one.
After the certificate is issued
ZAB states that the Statement of Comparability has no expiry date and is valid throughout Germany. Once issued, the candidate can use it when changing employer, moving to another federal state, or applying years later. Employers who hire from the same three or four Indian universities regularly will find that the first assessment answers most of the questions raised by the next candidate from the same institution, because the anabin entry is read at institution level. It is one of the few low cost documents whose value grows with time rather than decaying.
The working order is straightforward. Search anabin for the institution and the degree. If the rating is H+, proceed. If it is H+/- or nothing is listed, file with ZAB that week, pay the 208 euro within three weeks, and count the three months from the day the payment left, not the day the form was submitted. On EU Blue Card files ZAB works to a two week lane, so on posts that meet the salary threshold this is the fastest route.
