Hiring non-EU nurses and care assistants in France: diploma recognition before the contract
A non-EU nursing diploma grants no automatic practice right in France: the ARS reviews it, the CNAE decides, and a care assistant needs the French DEAS.
A nursing diploma earned outside the EU and EEA carries no automatic right to practise in France. The candidate needs a practice authorisation under article L.4311-4 of the public health code, filed with the regional health agency (ARS) and decided nationally. For care assistants the rule is tighter still: only the French DEAS qualification opens the job.
The practice authorisation chain for a nurse
Ministerial answer number 6593, published by the National Assembly, states the principle plainly: outside the European recognition mechanisms, a foreign nursing diploma is not a French practice title. The candidate files with the ARS of the region where the post sits. A regional practice authorisation commission, the CRAE, organised by specialty, reviews the prior training and the work history and issues an opinion. The final decision moves to national level, to the CNAE, under the health ministry.
The public health code allows that authorisation to be made conditional, and two instruments are used routinely. The first is a knowledge verification examination, which measures the candidate's theory against the French reference framework. The second is a consolidation placement served in a healthcare establishment under supervision, for a period fixed in the authorisation decision. Until that placement is validated, the full practice authorisation is not issued and the candidate cannot hold a registered nurse post.
One step remains after the authorisation: registration with the Ordre national des infirmiers. No practice is lawful without it. An employer planning an arrival is therefore scheduling three consecutive decisions, ARS, CNAE and the professional register, not one.
Care assistant: the DEAS, with no equivalence
There is no comparable authorisation route for care assistants. The public health code and the order governing the diplôme d'État d'aide-soignant reserve the work to holders of the French DEAS. A foreign nursing or care qualification, whatever its length, does not open the occupation.
Two routes lead to the DEAS. The first is training at an institute, with exemptions available depending on prior study. The second is validation of prior experience, open to a candidate who can evidence activity matching the diploma framework. Both assume the candidate is already in France on a compatible residence permit, which reverses the usual employer plan: the arrival happens on a post that does not carry the care assistant title, and the DEAS follows.
The nursing training reform in force from the 2026 academic year moves in the direction of shorter routes. As OPCO Santé sets it out, the reform allows exemptions from teaching units, examinations or placements according to the candidate's earlier training, including training obtained outside the EU. Those exemptions are not automatic; they are granted on the file, which returns the question to the same place, the quality of the documents submitted.
Two chains run side by side
Professional recognition and the right to work are separate files, handled by different administrations. Treating them as one is the most common source of delay.

On the permit side, care occupations are among the most heavily represented sectors on the shortage occupation list set by the order of 21 May 2025. The effect is narrow: for a listed post the labour market situation cannot be raised against the employer, so no evidence of a failed local search is required. None of that touches diploma recognition: a post free of the labour market test is still a post the candidate cannot occupy without a practice authorisation.
Direct costs are modest next to the elapsed time. Filing with the ARS carries no registration fee, and entry on the Ordre national des infirmiers register is an annual subscription. The real spend sits elsewhere: sworn translation of diplomas and transcripts, the months during which the candidate works under another job title, and the supervised consolidation period, which occupies a mentor inside the establishment.
A healthcare employer preparing a non-EU hire does better to treat recognition as the critical path and the permit as the secondary track. That is the reverse of the usual instinct.
