Hiring Indian workers in Albania: eMigrate, ECR passports and the employer's role
Albania is not on the Indian Ministry of External Affairs list of 17 ECR countries, so emigration clearance is not required for a posting to Tirana.
For deployments of Indian workers to Albania, the central Indian control is the eMigrate system of the Ministry of External Affairs. Emigration clearance from the Protector of Emigrants is required only for the 17 countries classified as ECR, and Albania is not on that list. The employer handles eMigrate registration, the contract and the Albanian half of the file.
What ECR means and why Albania changes the picture
The Emigration Act of 1983 bars emigration for work without authorisation from the Protector of Emigrants for holders of passports marked Emigration Check Required. The Ministry of External Affairs applies that endorsement when the holder has not passed matriculation level schooling. Most manual workers in construction, agriculture and hospitality carry exactly that kind of passport.
The restriction does not apply everywhere. The Ministry of External Affairs requires emigration clearance only for a list of 17 countries, mostly in the Gulf and a few in South East Asia, where recruitment abuse made prior screening necessary. Albania is not on that list. An Indian worker with an ECR passport can therefore travel to Tirana without appearing before the Protector of Emigrants and without waiting for that authorisation.
That difference is the main advantage of the Albanian corridor over the Gulf corridors. What is gained in time should not be lost in paperwork: the ECR endorsement stays in the passport and Indian immigration officers read it. The worker should carry the employment contract, the Albanian visa and the return ticket, so no officer suspects a transit route into an ECR country.
Employer registration in eMigrate
eMigrate is the electronic platform of the Ministry of External Affairs that holds the register of foreign employers, registered recruiting agents and emigration clearance requests. A foreign employer can register directly for direct recruitment, or work through a registered recruiting agent acting on its behalf. Registration calls for the company incorporation documents, the contact person's details and the standard employment contract the company proposes to use.
For three categories of worker the Ministry of External Affairs requires the employment agreement to be attested by the Indian Embassy in the receiving country: unskilled workers, agricultural workers and women emigrants. That attestation is a separate step from eMigrate registration and should be planned from the start, because the embassy examines wage, accommodation and repatriation terms before it stamps.

The Albanian half of the same file
Even though the Indian side is lighter than on a Gulf corridor, the Albanian side is unchanged. The employer advertises the vacancy and obtains the employment approval from the National Employment and Skills Agency under the rule set out in the AKPA employment approval. It then files the single permit request on the e-Albania portal with the local border and migration authority, a procedure covered in the Albanian single permit and the employer procedure.

AKPA figures for 2025 put India at roughly 18 percent of online approved requests to employ foreign nationals, within a total of 18,156 requests and an annual increase of 43.4 percent. Most of those posts sit in construction, manufacturing and services.
The most common failure mode does not come from eMigrate but from names. Indian names are spelled differently in the passport, the birth certificate and the contract, and the local border and migration directorate returns the file when the holder's name does not match the passport letter for letter. Check the transliteration before the contract is signed, not after the request is filed.
An employer who opens eMigrate registration in parallel with the vacancy notice, and seeks embassy attestation only where the worker category calls for it, keeps the cycle inside the Albanian procedure's own deadlines.
